At 12: 00 on July 24th, the provincial defense index has upgraded the typhoon emergency response to Grade I. According to the requirements of the Emergency Plan for Flood Control and Typhoon Prevention of Zhejiang Provincial Department of Culture and Tourism, the typhoon emergency response of the province’s cultural and tourism systems has been upgraded to Grade I, and relevant matters are notified as follows:
I. Implement control measures. All tourist attractions in the province are suspended, public cultural venues such as libraries, museums, cultural centers and art galleries are suspended, and all cultural and tourism activities are cancelled or postponed. The travel agency shall suspend the tour group, and those who are on the journey shall adjust their travel plans in time, and do a good job in dissuading, evacuating and transferring tourists. All localities should do a good job in the resettlement of stranded tourists. The construction of the cultural and tourism system in the province was suspended according to the requirements of the construction department, and the construction workers in temporary sheds and low-lying areas were evacuated in time.
Second, strengthen early warning tips. Continue to strengthen the release of early warning information, and remind self-help tourists not to participate in high-risk outdoor projects during the typhoon by various means such as TV, radio, internet, social media and SMS, and not to enter undeveloped areas that are not open to the public without authorization. Set up warning information in the high-frequency area of donkey friends’ activities, and do a good job of discouraging and guiding.
Third, strengthen the investigation of hidden dangers. The province’s cultural and tourism systems should strengthen inspections, do a good job in the investigation of hidden risks and the transfer and reinforcement of outdoor facilities, focusing on the safety of roof hangings, billboards and curtain walls. All units belonging to the department should prepare sufficient emergency materials and equipment and ensure their functional integrity. In particular, units where transformers are installed underground should focus on preventing surface water from flowing backward, so as to prevent short circuit of wires and large-scale power failure. According to the requirements of the education department, the three colleges affiliated to the provincial culture and tourism system have implemented relevant measures to discourage teachers and students staying in summer from going out at will.
Fourth, strictly abide by the working system. All localities should strictly implement the system of leadership shift, 24-hour duty, information reporting, work contact and emergency response, and ensure quick response, effective response and timely disposal in case of important emergencies. According to the requirements of Class I emergency response, each city shall submit typhoon prevention related information to the Law Enforcement Guidance and Supervision Office of the Department of Zhejiang Administration before 7: 00, 11: 00 and 15: 00 every day. All units of the office shall implement the safety zero reporting system through the safety group before 7: 00, 11: 00 and 15: 00 every day.
