In Quanzhou, Fujian, a famous hometown of overseas Chinese in China, the arcade buildings built by overseas Chinese who returned home in the 1920s were protected by legislation. On the 20th, Quanzhou held a press conference to explain the promulgation and implementation of the Regulations on the Protection of Zhongshan Road arcade buildings in Quanzhou.
Zhongshan Road is the most prosperous row-by-row arcade commercial street in Quanzhou in modern times. It was once selected as “China Historical and Cultural Block” and “China Top Ten Historical and Cultural Streets”. The Regulations on the Protection of Riding Buildings on Zhongshan Road in Quanzhou will be officially implemented on January 1, 2019.
“The arcade building combines the characteristics of Quanzhou’s traditional dwellings with the architectural features of Nanyang, which embodies the spirit of Quanzhou people’s hard work, patriotism, love of hometown and tolerance and openness. Protecting and inheriting the arcade building is to keep the past glory of the ancient city, today’s resources and tomorrow’s hope. ” Zeng Wei, deputy secretary and deputy director of the Party Committee of Quanzhou Municipal People’s Congress Standing Committee, pointed out that the “Regulations” provided a strong legal guarantee and a good legal environment for the protection of arcade buildings, and helped to keep the “root” and “soul” of the city.
In recent years, the arcade buildings in Quanzhou have been in disrepair, fire hazards, backward infrastructure and other problems, and some even collapsed and burned down, which not only seriously threatened the safety of people’s lives and property, but also caused irreparable losses to historical and cultural heritage. Zeng Wei told reporters that the people of the city and overseas Chinese are eager to strengthen the protection of arcade buildings and keep “homesickness”.
However, like some historical buildings in other cities, the protection level of the arcade buildings in Quanzhou is lower than that of cultural relics and historical buildings, and there is no clear protection regulation in the superior law. There are no complete laws and regulations to protect arcade buildings in other places. Therefore, the Standing Committee of Quanzhou Municipal People’s Congress explores local legislation to solve the unique problems of arcade building protection according to local conditions.
“With the living protection of indigenous residents living in it, it can better maintain the historical and cultural vitality and inheritance influence of arcade buildings.” Zeng Wei said.
Therefore, the “Regulations” emphasize “respecting the lifestyle and traditional habits of indigenous residents” and promote the cultural live transmission of “seeing people and seeing things and seeing life”. At the same time, the “Regulations” establish a classified protection system, stipulating that the original appearance, main plane layout and distinctive interior decoration of key protected arcade buildings shall not be changed; For general protection, it is only required that the original appearance should not be changed to make the legislation more grounded.
In addition, the “Regulations” take into account the relationship between the protection of arcade buildings and maintaining the overall style of the block, the improvement of urban functions and rational utilization, and pay attention to the excavation of historical and cultural connotations, so that the rich history and cultural heritage of ancient cities can be integrated into the development of the new era, and the deep integration of culture and tourism can be promoted, so that arcade buildings, ancient buildings, ancient wells and ancient trees in streets and lanes can be truly “vivid” and “lively”.
