Wang Gang first introduced the Zhejiang delegation’s study and discussion of the report of the 20 th CPC National Congress. Zhejiang is an important germination place of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and the deputies are well aware that various ideas, viewpoints and methods in the report of the 20th National Congress are constantly being explored and practiced on the land of Zhejiang. Q: Since the development of regional integration in the Yangtze River Delta was elevated to a national strategy in 2018, how have the three provinces, one city and four localities given full play to their respective advantages and strengths to implement this major strategy?
Wang Gang: The integrated development of the Yangtze River Delta is a major regional strategy personally planned and promoted by General Secretary Xi Jinping, and one of the “88 Strategies” drawn up by the General Secretary during his work in Zhejiang is to “further give full play to Zhejiang’s geographical advantages, take the initiative to connect with Shanghai, actively participate in cooperation and exchanges in the Yangtze River Delta region, and continuously improve the level of opening up to the outside world”. At the same time, he also proposed the establishment of a mechanism for regular meetings between principal party and government leaders in the Yangtze River Delta. In December 2005, the first Yangtze River Delta Major Leaders Forum was held in Hangzhou. Since then, symposiums have been held every year, and they have been hosted in turn, and they have not fallen for a year. Everyone continues to deepen exchanges and cooperation, and the “free shipping area” has become a reality.
In the process of integrating into the Yangtze River Delta, Zhejiang has the advantage of digital reform and digital economy. The health code was first born in Zhejiang. We take the lead in promoting the construction of the digital Yangtze River Delta, deepen the Zhejiang National Digital Economy Innovation and Development Pilot Zone, and coordinate the layout of digital infrastructure such as the Yangtze River Delta industrial Internet platform cluster. Zhejiang has also made every effort to promote the “people’s livelihood card” in the Yangtze River Delta, promote the one-card office of tourism, medical care and government services, and now more than 1,000 cultural and tourism venues in the Yangtze River Delta support the one-card, and 139 government service matters have been handled across provinces in the Yangtze River Delta.
Zhejiang has the advantage of developed private economy. In 2020, Zhejiang took the lead in establishing the Yangtze River Delta Entrepreneur Alliance to promote the 100 most powerful enterprises in the Yangtze River Delta to join hands in entrepreneurship and innovation to expand the market. Only when enterprises develop well can the Yangtze River Delta become an important growth pole in China and even the global economy.
Zhejiang also has the advantage of mountain water resources and actively builds a large garden in the Yangtze River Delta. Zhejiang has seven mountains, one water and two fields, the mountains and waters are clear, and the East China Sea is vast. It is not only poetry and painting Jiangnan, but also vitality Zhejiang. On weekends, Zhejiang’s beautiful countryside is full of tourists from Shanghai, Jiangsu, Anhui and other sister provinces and cities. With the construction of the “Yangtze River Delta on the rails”, a “one-hour traffic circle” has basically been formed between major cities in the Yangtze River Delta, and cross-provincial commuting in the Yangtze River Delta is becoming a reality. To paraphrase Chairman Mao’s words, “Only then can I drink the water of Chao Lake, and eat fish from the East China Sea, and the Yangtze River can cross at any time, and the eyes are extremely Chu Tianshu.”

Q: In the first half of last year, the central government entrusted Zhejiang with an important task — to build a demonstration zone for common prosperity with high-quality development. In the past year and more, how has the construction of the common prosperity demonstration zone progressed in Zhejiang? What are the priorities for the future and the challenges that need to be solved?
Wang Gang: In May last year, Zhejiang accepted the glorious mission of building a demonstration zone for common prosperity with high-quality development. The core problem and focus of common prosperity is to narrow the gap between regions, urban and rural areas, and income. Over the past year or so, in accordance with the requirements of the General Secretary and the Party Central Committee, we have worked hard to explore innovative practices and make solid progress, focusing on narrowing the three major gaps, building a complete set of structural systems, launching a series of innovative methods, forming a package of common prosperity system and policies, presenting some tangible and tangible landmark results, and initially achieving some results.
First, close regional disparities. The outside world thinks that Zhejiang is relatively rich and balanced, which is correct. Last year, the per capita GDP of Zhejiang exceeded 110,000 yuan, and the income of urban and rural residents ranked first in the country for 21 consecutive years and 37 years respectively. But in fact, the gap between the development level of 11 cities and 90 counties and districts in Zhejiang Province and the income of the people is still not small, but relatively balanced. On the basis of the mountain-sea cooperation project innovated and created by the general secretary in the past, we have continuously built an upgraded version, and last year it was upgraded again. We implement “one county, one policy” and “one island and one function”, pair up to help, classify policies, and raise the floor. In the first half of this year, the GDP growth rate of the 26 counties in the mountainous area was 0.7 percentage points higher than that of the whole province.
Second, narrow the gap between urban and rural areas. For ordinary people, the biggest gap between urban and rural areas is the gap between transportation, education, medical care and so on. Zhejiang’s approach is to continue to promote the equalization of public services in response to the people’s anxieties and expectations, and do practical things for the people one by one. For example, transportation, go all out to achieve county highways and villages through buses. For example, medical care, build urban medical alliances, county medical communities, let urban doctors go to rural areas to see doctors, and remote diagnosis and treatment to farmers.
Third, narrow the income gap. To build a modern socialist country in an all-round way, the most arduous and arduous task still lies in the rural areas. Zhejiang’s approach is: the village that gets rich first drives the surrounding villages, and the first to get rich brings to the rich. Zhejiang has emerged a number of good examples of entrepreneurship and innovation, village strength and people’s prosperity, they have united the surrounding weak villages to develop as a group, Tengtou Village has built a total of 6 villages, Yu Village has built a total of 4 villages, and Xiajiang Village has taken the lead in establishing the Daxiajiang Rural Revitalization Joint Party Committee, leading 24 villages. Now, in rural Zhejiang, there is a beautiful picture of young people returning home to start businesses and a new economy in the good scenery. Many peasants take three sums of money: rent for land circulation, salary for work, and dividends for shareholders. Therefore, we have done a thorough job of rural revitalization through institutional innovation and made practical results.
Common prosperity is not achieved overnight, it requires long-term success and solid advancement, which is both “slow” and “impatient”. Zhejiang will explore in a down-to-earth manner and strive to provide inspiration for the whole country. One is to make a big cake. High-quality development is the premise of achieving common prosperity, and it is necessary to develop the economy well, expand the economy, strengthen the industry, and promote the province to strengthen the people. Second, we must narrow the gap. Persistently expand and raise low. Third, we must enrich the spirit. Create a “15-minute quality cultural life circle” so that people can “eat” a “cultural meal” at their doorstep. Fourth, digital transformation. In the new era, any production, life and governance are inseparable from technology. We need to promote governance and services through digital reform, so that people can do things conveniently and have a real sense of gain.
