There is a “road map” for the construction of Zhejiang Science and Technology Corridor. A few days ago, Jinhua Municipal Government, Provincial Development and Reform Commission and Provincial Science and Technology Department jointly issued the Development Plan of Zhejiang-China Science and Technology Corridor.
On the afternoon of May 9th, Jinhua Municipal Government Information Office held a press conference to interpret the relevant contents of the Plan. According to the Plan, Zhejiang-China Science and Technology Innovation Corridor will further clarify its strategic positioning, strengthen its scientific and technological support, optimize its management mechanism, and deeply integrate into the G60 Science and Technology Innovation Corridor in the Yangtze River Delta, making every effort to create a new pattern of “one corridor and six cities” and a talent science and technology innovation center in central and western Zhejiang, and strive to become a nationally influential science and technology highland and industrial innovation and development hub.
The layout of science and technology corridors in four metropolitan areas of the province was formed.
This is the fourth officially released science and technology corridor planning in Zhejiang Province after the science and technology corridor planning in the west of Hangzhou, Yongjiang River in Ningbo and Daluo Mountain in Wenzhou. It is another policy red envelope for the provincial party committee and government to support the development and construction of Jinyi metropolitan area.
According to the Plan, by 2026, the innovative industrial cluster effect of Zhejiang-China Science and Technology Corridor will initially appear, and some forward-looking and leading application research achievements have been made in key industrial fields such as “core” optoelectronics, modern traditional chinese medicine and biotechnology, new agricultural machinery and new energy vehicles. The R&D input intensity in the corridor will reach 3.5%, more than 1,600 effective national high-tech enterprises cultivated and recognized, and more than 6,200 provincial small and medium-sized scientific enterprises.
Layout “One Gallery and Six Cities” around Jinyi Main Axis
Zhejiang Science and Technology Innovation Corridor will focus on the main axis of the city, speed up the aggregation of corridors in series, promote the cohesive development of “six cities”, and strive to become the pioneer of collaborative innovation in the Yangtze River Delta, the demonstration site of integration of science, industry and trade in the whole province, and the leading place of innovation and development in central Zhejiang.
According to the introduction, Zhejiang Zhongcheng Science and Technology Corridor takes Jinhua Science and Technology City and Yiwu Science and Technology City as its core, and takes Normal University Innovation City, Central Innovation City, Optoelectronic Innovation City and Jin Lan Innovation City as its support to build a new pattern of innovation space with “one corridor connected in series and six cities gathering together”. The planned area of “One Corridor and Six Cities” is 179 square kilometers, of which the core part starts from Jinhua Science and Technology City in the west and Yiwu Science and Technology City in the east, with a distance of about 20 kilometers from east to west.
At the same time, in the city area, two science and technology linkage zones of “Dongyang-Pujiang-Pan ‘an” and “Lanxi-Wuyi-Yongkang” are built at the east and west ends of the corridor, so as to comprehensively improve the internal scientific and technological innovation capability; Outside the city, strengthen the innovation linkage with the four major science and technology corridors in the province, and cooperate with G60 Science and Technology Corridor in the Yangtze River Delta to develop “multi-point” science and technology enclaves.
Breaking through the Bottleneck and Building three industry Cluster
Zhejiang Science and Technology Corridor will rely on the construction of “Billion Project” in science and technology infrastructure, take scientific research institutes as the guide, take enterprises as the core, introduce first-class universities, research institutes and high-end talents from outside, gather top innovation forces for internal innovation, achieve breakthroughs in science and technology “top-notch and heavy equipment”, and comprehensively promote the formation of an industrial scientific and technological innovation system with enterprises as the main body.
Within the scope of “Six Cities”, the scientific installation of “Jinhua Industrial Light Source” will be started, and the provincial modern hardware technology innovation center and Zhejiang Central Laboratory in the field of traditional Chinese medicine will be promoted. By 2026, the “energy gathering ring” of Zhejiang China Science and Technology Corridor will be formed, which will enhance the driving force to the region. Jinhua Research Institute of Zhejiang University, Yiwu Research Institute of Fudan University, Zhejiang Optoelectronic Research Institute and other new R&D institutions will be established, and the number will reach 40 in 2026.
At the same time, taking advantage of the innovative resource gathering advantages of universities and research institutes in the Yangtze River Delta, we will focus on the “core” photoelectric core industry cluster, upgrade modern traditional chinese medicine and biotechnology, modern agricultural machinery and new energy automobile industry clusters, and focus on cultivating key industries such as Xinchuang, photoelectric photovoltaic, digital trade, modern traditional chinese medicine, medical machinery and modern agricultural machinery equipment, promote the co-prosperity of real economy and virtual economy, and build a modern industrial system driven by “two wheels” at present and in the future.
Optimizing Ecological Innovation and Activating Innovative “Strong Magnetic Field”
According to the “Planning”, the Zhejiang-China Science and Technology Corridor Construction Headquarters will be set up at the municipal level to co-ordinate the coordinated development and construction work system of the “six cities”, and an entity management organization will be set up to implement the “four unification and three division” management mechanism. Promote the reform of science and technology management system within the corridor, and explore the implementation of “negative list” management of science and technology project funds. At the same time, the application scenario of “six cities” collaborative online science and technology innovation in Zhejiang-China Science and Technology Corridor will be built with high standards, and the whole life cycle management system of digital planning, construction, management and operation will be established. Through targeted institutional supply, we will give priority to supporting major projects and important bases related to scientific and technological innovation, optimize the environment for regional entrepreneurial innovation, and strive to build a more efficient government ecosystem.
In the next five years, Jinhua will continue to improve the service quality of science and technology intermediaries, science and technology markets, intellectual property service centers and science and technology incubators in the corridor, improve the investment and financing environment of enterprises, and guide scientific and technical personnel and universities to undertake project entrustment and project bidding of enterprises. Build a modern comprehensive transportation network, improve the supporting level of education, health care, sports and other facilities, provide an excellent ecological and cultural environment, and build Zhejiang Science and Technology Corridor into a new highland of first-class scientific and technological services and urban services in the province.
